These are excellent sites in Oregon, in rough order of
excellence:

Bully Creek (little known because of its distance from the
population center)
Agate
Henry Hagg
Hyatt
Crane Prairie
Wickiup
Ochoco
Phillips

I have never been to Gerber, Wilson Reservoir, or Wilson Valley.

Oops, Beulah should be after Phillips.
Warms Springs has difficult access.

Thief Valley isn't much, in my opinion. More grasshoppers than
birds when I was there.

The rest are pretty average places.
Jackson County requires parking fees at Howard Prairie and they
are very nasty even if you stop for just a couple of minutes.
I would not put this on a list just because it is so unfriendly
to visitors.

Note: Oregon is a really beautiful place, so "average" is
actually pretty good.
