There have been beavers at Montlake. The last time I remember
seeing them is 2+ years ago.
I have not seen any evidence of them recently.

The idea of an otter is very intriguing. I park in the
parking lot there a lot and get some really good looks
at the fauna early in the morning. I'll keep watch.
