I don't have any info about birding near the NM border, although Big
Bend National Park has some good birding, but as for Austin, I can
recommend a couple of sites:

Pedernales State Park, west of town about an hour (in Texas terms,
that's right next door). Golden-cheeked warblers, wild turkeys, and
other interesting birds (although this late in the season, I'm pretty
sure the warblers will have headed south) - I also saw my single
vermillion flycatcher there, and that was an October sighting, based
on my notes.

If you're a true birder, the sewage ponds east of town are excellent
for waders and waterfowl, if a bit, um, fragrant.

There are a couple of potentially good areas in and near town - the
Barton Creek watershed greenbelt is pretty good sometimes, Wild Basin
just off route 360, SW of town, has been good for friends of mine (but
I've never had much luck there), and if you have an in at UT, their
field station along town lake is very good. Have a great trip!
