There are also bag limits for particular species. Some hunters will shoot
anything that flies, sort through them & dump the ones that exceed the
limit. The "if it flies, it dies" management theory. Many hunters cannot
tell one species from another in flight, unfortunately. It would be worth
requiring hunter education before selling the first duck stamp to a hunter
but people still willingly break the law because of little enforcement;
it's spread too thinly.
