Version 3.0 allows maps to be copied, and printed, with notations added.
Printing for private use does't violate copyrights. Just don't publish
it commercially!

You can also get most or all of this area from the government at the
geo-survey web site, which I can't seem to find the address for. You
have to download their interpretive software, and its kind of a hassle,
but its public domain once you get it.
