Certainly they are a common sight at Jetty Island in Everett. I saw half
a dozen there on a recent visit, and a thorough scouring for last year's
Christmas Count turned up about 60. I had assumed that Kelly's doubts
were based on habitat - while sandy Jetty Island has Sanderlings, the
other 20+ miles of rocky shoreline in the Everett CBC circle had none last
year.
But I don't know what the shoreline looks like in Federal Way.
