Interesting. I believe that I saw a juvenal in Redmond last year about this
time. However, since it was my first, alleged, kite sighting ever, I wasn't
very sure about my identification.

Anyway, the bird in question was flying over Highway 520 at the exit to
51st Street (not far from Microsoft's headquarters).
