The sand spit on the west side of Fort Flagler State park (follow the boat
launch signs) would give you a distant view of many of the birds mentioned.
A scope is definately desireable. At very low tides (<-1) it's possible to
walk onto rat island. The low lying area on the east side of the island is
the hang out for shore birds and Harlequin ducks which are quite bright now.
The west end of the island is a winter haul out for seals. Cormorants,
crows and gulls generally very visible from the park. However, many sea
birds stay away from the shore so a boat is recommended if good views of
diving birds is your priority. Renting a boat or the Port Townsend Marine
center trips might be the best way to see a selection of birds.
