Possibly a western grebe? The size and markings seem to fit.

Subject: waterfowl ID

I just saw a waterfowl I am not familiar with and I'm at work so don't have
my field guide with me. In size and shape, it is somewhere between a cormorant
and a duck. The top and back of the head are black, the front of the neck and
chest white, and the rest of the body dull gray-brown. Do any of you recognize
it off the top of your head?
