The reason the bird books only include the USA and Canada for "North America" is
that the number of species become very large once one enters the tropics. A book that included all the species down to Panama would be huge and hard to use.

Therefore there is a agreed upon convention that "North America" only includes
the USA and Canada and that south of the Mexican border is divided into
manageable units based on the political boundaries in Latin America.
