Hi Byron,
I agree with Eric Kraig that this is an owl of some kind. I recently
bought "Birding By Ear", Western edition, a set of 3 cassettes with various
bird songs that goes along with the Peterson Field Guides. One of the
calls is that of a Northern Pygmy Owl, described as " A well-spaced,
relatively high-pitched, whistled series-----too,too,too.....At times a
similar series of paired "toos", occasionally ending with one or more
deliberate notes". I hope this is of some help to you; I've never heard
this call myself, but your description reminded me of this bird's call.
