Bear Lake, Camas, Deer Flat, and Minidoka NWR's list Double-crested
Cormorant as common or abundant in summer. They are listed as rare for
Gray's Lake NWR, and not listed for Kootenai NWR.

You're right about it not fitting the description, though, especially
about the head.
