Thanks for all the identification ideas. I did suggest osprey and cormorant
to my co-worker. He said he knew what an osprey looks like and ruled that
out. When I told him a cormorant has a long neck, he ruled that out, too.

I didn't think of Caspian Tern (or any other kind of tern) because he was so
adamant about the size. I'll take my field guide in to work today and let him
look at some terns, as well as the other birds mentioned.

Thanks for your help. I didn't realize this would be such a tough one! That
makes me feel a whole lot better.
