The limiting factor is not the units themselves, they are accurate to
within about 3 meters, I believe. The 100m limit is the result of the
military adding a "fuzz" factor to the signal from the satellite, so that
the Russians, for instance, can't use our GPS data to target their weapons.
The amount of fuzz is varied continuously, but the U.S. military knows what
it is and can therefore correct for it for their uses.
