Well, I took some books into work and my co-worker is now convinced that the
"diving hawk or falcon" that he saw at Spirit Lake was actually an osprey,
which most of you (and me, too) originally suspected.

He wasn't aware that the osprey was so large and can look like an eagle in
flight.

So, the mystery is solved! Thanks for all the help and ID suggestions.
