All I can contribute is that the former habitat biologist with the Forest
Stewardship Program (administered by DNR in WA for private forestland owners)
strongly encouraged us to apply for partial funding to blast tops out of a
couple of big Douglas firs to make them inviting for bald eagles to build
nests. I guess I'd have to contact her (or her successor) to check whether
that was based on knowledge or serious wishful thinking.

We didn't do it. We have quite a few large firs killed by rootrot that we
hoped would be good substitutes. We still haven't found any nests in the
area, but the eagles are seen or heard often.
