If you could take a minute, would you please describe to a novice birder
(like mself) what constitutes a rare bird?

I live right on the bank of the Umatilla River in Pendleton,OR, and I get
to see lots of birds - especially migrating ones. For example: several
yellow legs showed up a couple weeks ago and are still around.

I'd just like to know if I'm seeing a "rare" bird so that I can post such
reports to the OBOL group.
