Raymond Korpi posted recent updates (11/27 & 12/01) on the Washougal Sewage
Lagoons Black Phoebe and access. I don't know if others are, but I certainly
am rather confused. Is the Black Phoebe and/or access to it completely 'off
limits' now, or is there some set of directions and guidelines that
interested birders should or must follow? If so, would you please post this
information again. I plan to be down Portland way by late week, and if the
phoebe is "legally" viewable, assuming that it is still around, I thought I'd
stop by. Thanks Ray!
