I haven't seen an answer yet, so here's one...

The Washington Bird Records Committee reviews reports for species rarely
documented in Washington (15 or fewer occurrences). Submit reports to the WBRC
via:

Washington Ornithological Society
PO Box 31783
Seattle WA 98103

If, on the other hand, your rarity is not quite so rare, but still believed to
be notable, I suggest sending it for consideration by Russell Rogers
<rrogers at halcyon.com> for "Washington Field Notes" (and the national Field
Notes edited in part by Bill Tweit), published in WOSNews.
