Recently a group of concerned naturalists participated in a two-day
workshop held in Brownsville, Texas, and signed and forwarded the
following resolution to the Commission for Environmental
Cooperation(CEC) [Canada, US, and Mexico].

"RESOLUTION FOR PRIORITY BIRD STUDY AREA

Whereas, the North American Commission on Environmental Cooperation
(CEC) is coordinating a partnership of key organizations to protect
vital habitat, including resting, feeding, breeding, and nesting
grounds along principal North American migratory routes.

Whereas, the Important Bird Areas project is being carried out in
cooperation with [Canadian, US and Mexican] governments and

Whereas the long-term goal is a North American Regional Strategy for
the Conservation of North American Birds that will coordinate national
efforts. Since bird and other wildlife require a connected network of
sites with suitable habitat, this project has implications for the
conservation of wild areas, including forests and wetlands,

Therefore, I, [name] support this resolution drafted and unanimously
approved by participants of the Local Global Environmental Conference
with Jonathan Plaut, JPAC, in Brownsville, Texas which requests the
CEC to designate the Lower Rio Grande ecosystem and
Tamaulipas Province's Matamoros district as a priority bird study area."
