Discarded fishing line is a big problem in Florida too. A few years back I
was an employee of a bird sanctuary about an hour South of Tampa. Before each
breeding season, the employees would take boats out to the mangrove islands
and remove all the fishing line we could find from the tree branches. We
hoped that by doing this, the rookeries would be free of fishing line
throughout the breeding season. We usually found dead birds tangled up in
lines and hanging from branches.

Other than picking up discarded fishing line whenever you see it, I can't
think of any other solution.
