Does seem that, if volunteers and money can be recruited to clean the
trash off Mount Everest (unsightly, but hardly a threat to the hordes of
wildlife above 25,000 feet), collecting trash concentrated in an ocean
swirl wouldn't be that big a deal. Maybe some non-profit group could rent
a tanker, recruit volunteers, and go get it? Where would you put it once
you've got it? And, more to the point, how do you stop the accumulation
of oceanic trash?
