This is great. I'm giving directions to a local (well, I know Tacoma is
a ways from Seattle, but not as far as where I'm from). These directions
may need a bit of tweaking from someone else on Tweeters, but her goes.

NOAA is National Oceanic and Atmospheric Administration.
Their buildings are on the western shore of Lake Washington, just north
of highway 520, one of the floating bridges, not too far from the
university district.
It's mostly grassy, with a small amount of wetlands and a few trees. We
were there on a very beautiful day and had a wonderful view of the
Cascades. The Sound Garden was quiet since there was almost no wind.
