I asked Don about this and herein present his reply:

"Scott,
It would be best to send the snow goose collar reports directly to Mary
Gustafson with a copy to me. Collar sighting data are fed data into a
larger database which we can access, so it's not critical that I get the
reports. Thanks.

The e-mail address above is correct for Don. The "larger database" he refers
to must be the BBL. I can't imagine Don has a separate database for reports
that happen to come to him; accumulating recovery data is a BBL function and he
has ready access to their info.
And to reiterate, the Bird Banding Lab address is bbl at nbs.gov, although I've
seen direct addresses for Mary Gustafson in earlier Tweeters posts.
