Subject: three owls mystery ring

Dan;

Can you help solve a mystery? Do you know of any group that used
the symbol of three owls perched on a reclining cresent with
the letters o,O,q. These rest on a shield.
I've looked for an "Order of the Quill" to no good result.
Would sincerely appreciate any advice/direction you could
