Kelly Cassidy averred that

Recently, two Snowy Owls have been roosting _inside_ the
refuge dikes, more or less in the northeast quadrant. Alas,
with the east and northeast portion of the trail closed for
repairs, the owls have not been easy to see at a reasonable
distance.
