I was at Bear River NWR in September. I'm not sure what you'll find in
winter, undoubtably raptors but I'd guess most of the canals freeze up
and don't hold much in the way of swans and the like in winter. There's
no visitor center (flooded out in the flooding of the 1980s). There is
a Salt Lake chapter of Audubon that's birder-oriented, I don't know
their number but perhaps US West does? You could call HawkWatch (the
folks I band raptors for) to see if they're doing in raptor field
trips out of SLC during your visit - (801) 524-8511.
