This might be a "river" phenomena. A Western Gull spent most of the
summer north of Idaho Falls, Idaho in 1995 along the Snake River. Dan
Svingen speculates most of the weird gulls found at Coeur d'Alene, Idaho
are just river jumping their way inland.
