The first week of April tends to be the busiest. Despite this, due to
the really vile weather that the area frequently gets - Cooke, perhaps
the greatest mariner in history, missed the Straight of Juan de Fuca
despite knowing it was around there somewhere - the best answer is "when
the weather's nice". Fog and rain often kill the flight.
