We also found, when we had a feeder, that the neighborhood cats
succeeded in nailing birds at our feeder only by hiding out in the
ground cover (Oregon grape) and taking the birds by a surprise pounce.
We solved the problem by putting low (ca. 1 foot high) garden fencing
between the ground cover and the area where the seed fell(and the birds
congregated).
The fencing prevented the cats from pouncing.

This was an easy and cheap solution and not aesthetically objectionable.
The metal garden fencing (green in color) was fairly unobtrusive.
