Turnbull is good, but of course its better in the spring. Probably frozen
over now. Route 2 west of Spokane (Reardan, Davenport, Mondovi) is known
for raptors (possibly Gyrfalcon), Snow Buntings, and sometimes Snowy Owl.
Snow depth may decrease sightings. If Mount Spokane is accessible, you
might try there for crossbills, etc. Not sure what you'd find along
Centennial Trail, but it's great there in the spring.
