On July 9, 1997, the supervisor of the Mt. Baker-Snoqualmie National Forest
issued a Decision Notice & Finding of No Significant Impact on a plan,
pertinent part of which provides:

< From 5:00 am to 11:00 am, seven days per week, the Skagit River will be
closed to commercial boat traffic from the Rockport bridge (river mile 68) to
the Cascade Road bridge in Marblemount (river ;mile 78); the Cascade River
will be closed between river miles 0.0 to 1.0. The closure will be in effect
from December 26 through February 28. The Forest Service will encourage
non-commercial boaters to voluntarily abide by the spatial and temporal
restrictions noted above.>
