Regarding the Migratory Bird Treaty Act:

I find it incomprehensible that the Migratory Bird Treaty Act, which I
understand to be a pact between Canada, the U.S., and Mexico, is interpreted
to not apply to the U.S. government. Does anyone know anything about this
circuit court decision and the basis for deciding that the federal government
is exempt? how ludicrous.
