The BLACK PHOEBE that was reported on Nov. 21st was seen under special
conditions from Wilson Cady, who was contacted early on taht day, if the
bird could be observed without trepassing. Wilson contacted personnel at
that ponds and arranged permission for us to enter without being fined,
etc.This was a weekday also, but I would contact Wilson since he birds
there regularly, and knows the personnel but probably still obtains
permission. I would contact Wiilson Cady by phone at (360) 835-5947 in
Washougal, who will probably be back from a trip to E. WA on Monday or
Tuesday, to prevent any more problems or confusion about access, so birders
won't be possibly fined for trepassing, since there is a " NO TREPASSING"
sign posted at the entrance!
