If you reread their note it looks like the second note below refers to a
dark phase/morph Red-tailed Hawk (not the RS Hawk) which I believe are
fairly regular in eastern Washington (they are here in the Palouse part of
Idaho). I saw a dark-morph Red-tail at the Walla Walla Delta in late September.
