Ryan,
I went up to the ponds last night at about 5 and was not able to enter. I
spoke with a few of the workers there and they said 4:00 is about the
latest time you can be there. You can call them at (425) 259-8819 and try
to arrange something.
By the way, I didn't see the Black-headed Gull there last night.
