I've heard John Wayne marina in Sequim has boats for hire. Not sure if
they have them now, what their rates are, or what kind of boats. I would
assume they are open fishing boats. In PT here you could try:

Captain Rolly's 379-8829

He has a classic wood motor yacht that would be a little slow but provide a
pretty comfortable viewing platform as long as the weather doesn't get
heavy. We have used his boat to film rowing and sailing craft and found it
very nice in light seas. I called and he is free tomorrow and was on the
MSC cruise today so is familiar with the turf. He can take 6 comfortably,
rate is negotiable depending on who and how many of you there are, and how
long you would want to spend at the island. If the weather is good
splurge. Pelicans, loons, alcids, murres, grebes, gulls, and seals
guaranteed.

Kayaking is possible. One to 2 knot currents and wind make the 1.5 mile
crossing interesting. Experienced open water paddlers will find it easy,
assuming the wind stays down. Put in is at Diamond point.
