Everyone who responded my question suggested a wildlife rehab person.
It is times like these that we realize how "out-of-the-loop" we are in
rural areas (though we have a population of 3,000 or so, we are 50 miles
from the nearest Stop Light). Phone calls to all the wildlife officials
in the area produced no help at all in locating rehab. I'm thinking the
nearest one would be 90 miles -either Spokane or Wenatchee.

The local office vet says he is not allowed to even touch a migratory
bird. A couple of weeks ago, another friend of mine was driving in the
country and saw a raptor just CRASH headfirst into the ground for no
apparent reason. He picked the stunned bird up (he thought it was a
kestrel, turned out to be a harrier) and took it to town to the vet.
The vet wouldn't even look at it. He directed my friend to a local
falconer, who did rehabilitate the bird and release it.

BTW, the waxwing is hanging in there and I'm going over to gawk at it
today.
