Hi Gail:

The following quote is from "Waterfow: An Identification Guide to the
Ducks, Geese, and Swans of the World" by Steve Madge and Hilary Burn

"Bare Parts....Male: Bill slate-grey, with wide black tip, broad white
subterminal band and narrower white band around bill-base, latter lacking
on eclipse and juvenile males. ...Female: Bill as that of male, but
subterminal band a little narrower and basal band lacking; subterminal
band obscure in summer. ...Juvenile: Bill dark grey, at first with black
tip, but whitish subterminal band develops during first autumn."

Hope this helps.
