Any chance it could have been an immature Peregrine? A couple other birders
and I saw one out there over Labor Day weekend. It was perched on a snag,
and a No. Harrier came down and chased it off, and the two of them circled
around overhead swooping at each other until they were out of sight. Quite
a show!
