I doubt if an electric fence wire would work on top of a wooden fence
because dry wood is a poor conductor of electricity. To work properly, the
animal would need to be on the ground and touch the charged wire. The lack
of grounding is why birds can sit harmlessly on a high voltage wire. (As
long as they don't touch another wire) Electricity always seeks the
easiest path to ground.
