The problem is that dogs are very high maintenance animals. If you don't
have several hours per day to spend with a dog, training, walking, playing,
etc, it's not fair to the dog. Dogs aren't cheap either, by the time you
have food, chew toys, vet bills... As expensive as good fencing is, and
though it's unfair that so far the cat owners aren't required to do the
paying, a proper fence is probably the better and cheaper alternative for
many people, and/or perhaps a set of motion-detector water jets.
