I can't offer anything on Cape Cormorant identification, but in reference to
the as-yet-unseen Kenyon's Shag: If such a species is extant, it doesn't look
like the photographed bird.

You may have ruled it out anyhow, but the purported "range" of Kenyon's Shag
would encompass, in part at least, the western Aleutians, where the only other
cormorants/shags are the Pelagic and Red-faced. Neither shows anything like
that yellow skin. Somebody undoubtedly would have picked that critter out of
the line up by now.

During a census of all cormorants on two islands near the end of the Aleutian
chain, I encountered a few cormorants that just didn't fit either Red-faced or
Pelagic; it wasn't till later (this was 1990) that I heard about Kenyon's and
began to wonder.
