The 41st Supplement indeed seemed to create more questions than it
answered. Sorry for the length of this reply, but hopefully it will help.

Cut and pasted after your recent messages you will find a thread that
includes clarifying information from Dick Banks, Chair of the AOU Checklist
Committee. The end of this contains the referenced waterfowl order list.
Although the waterfowl order is not contained "in" the 41st Supplement,
this information from the Chair should probably be considered as "official"
until the 7th Edition is published.

My name is Phil Davis and I am the Secretary of the Maryland/DC Records
Committee. A message from me to Birdchat a few days ago may have
contributed to John Trapp sending you his message asking about
clarifications on the latest AOU Check-List Supplement. John's message and
your reply are provided below.

I thank you for providing the additional information, however, I was
surprised by your answer ... I thought sure that you would confirm our
suspicious that only the eleven enumerated points would be effective with
the 41st supplement and apply (only) to the 6th edition. I thought sure
(from the words in the text that John quoted) that the remaining taxonomy
changes would not be "effective" until the 7th edition was published.

This may seem pedantic, but being a computer-type person by profession, I
look for discrete times or events when things formally change state.
Therefore, if the taxonomy changes are effective with the 41st supplement,
then is that not the point at which they are effective ... rather than with
the publication of the 7th edition, as the supplement states. These two
approaches seem inconsistent to me.

As with most bird-related organizations, the Maryland Ornithological
Society relies totally on the AOU for taxonomy. I wonder, for example, how
Audubon Field Notes will handle this transition with all of its field
reporters and editors. It made perfect sense to me that everyone should
prepare for but expect to make the formal "big switch" on the day the 7th
edition arrives in the mail.

What I thought I had figured out (incorrectly, however, according to your
email message) seemed like the perfect plan. Namely, give all of us people
who maintain databases and publish checklists the next two years or so to
"get ready" for the 7th edition. Then, when you do publish it, we would
all be ready to formally convert to the new taxonomy at that point in time.

So, is there any chance that this really is the way the changes should
unfold? If so, then perhaps a statement to that effect that could be
posted on Birdchat. This would help to keep us all on the "same sheet of
music". If this is not the intent, then I am still confused between the
words in the supplement and your message to John.

I do not mean to put words in your mouth, or suggest I know more than the
committee. I'm merely trying to apply my systems analyst background to a
transition situation and have everyone synchronized as to what is the
official AOU checklist at any given point in time.

If my concerns are not clear, please feel free to ask me to try to better
articulate them! Also, I may have completely misinterpreted something
along the line.
