The Conservation License is on the same form as the hunting and fishing
license, it is simply the box you check on the license that says what it is
for. That is why it is more likely to be found in the hunting and fishing
outlets.
A history of the Conservation License sales: It was implemented in 1981.
Several years later the agency encouraged environmental organizations to
sell them at meetings. This was done by several Audubon Chapters and a few
other groups. The result was that less than 50 licenses were sold across
Washington. That program was dropped and the CL sales effort died away.
The law has been here but not well known.
The fact is that businesses who wants to be a license dealer can do so, as
can organizations. Therefore I encourage you to get birding oriented
stores and outdoor recreation places like REI to sell them and actually
publicize that they are needed.
I am working with WDFW to get more public education out there on this,
including posting of signs at all Wildlife Areas that indicate a license is
required. Look for these signs in the coming months at the wildlife areas
near you in the Skagit Valley and the Olympic Peninsula areas. They will
be yellow with black lettering. I would like to see this state wide and it
will come but only with the help of people like us.
And--what is the possibility of forming something like Wildlife Unlimited
much like Ducks Unlimited. DU has done a tremendous amount for wetlands,
both for hunted and non-hunted species.
