When we saw the one hovering there was not any wind. Is it possible that
some Rough-leg Hawks are resident in this area?

I guess I will break out the camera and try to get some pictures and let
the experts determine what it is.

I was not smart enough to know that they are not supposed to be here
yet, or I could have taken pictures when we saw them. Ignorance is not
always bliss.
