One or more of the WA birders will have to chime in for the current
status of the San Juan Is. Sky Larks. Historically, these islands were
also release sites.

I am assuming that the weather I can expect September 6-20 will be more
like 50-70 in the areas from the east Cascades to the Olympic Pensulia,
rather than the 70-90 degrees of this past weekend. Is this a
reasonable assumption?

The typhoon season is in full swing on the western side of the Pacific
(they are up to "Rex" already - T Rex). This usually throws a whammy
into the weather predictive skill levels of the computer models, in no
small part due to the energy injected into both the westerlies and the
ocean surface layer by these cyclones. Having said that, the general
model trend is to move the thermal trough, which has been responsible
for the current coastal heat wave in the Pacific Northwest, inland by
the end of this week. So yes, cooling is anticipated in the short term.
However, it is quite possible that the thermal trough will reform back
out on the coast in the longer term so one cannot say for sure that it
will be cool during your stay. Safe to say it will be dry, but
temperatures will be harder to predict, especially on the coast.
