Hello fellow tweeters:

Here is the scoop on the pesky question of getting a license for 1999 so I
can use the wildlife areas of WDFW.
The Conservation License was replaced (via legislation sponsored in 1998 by
a very, very few upper management people in WDFW, and not supported by the
vast majority of employees or other management) with a Vehicle Use Permit.
So now you have the following options: You will need a permit to park on
any improved access site such as boat launch areas, Skagit Wildlife Area,
etc. basically anywhere there is a parking lot or toilet present. So what
to buy:

When you purchase one of the following you will get a sticker to place on
your vehicle (sticker is registered to only one vehicle):
1. Hunting or fishing license - regular type of license.
2. Vehicle Use Permit only for $10.00/year
3. Conservation Patron Permit for $20.00/year.
Option 3 is what I encourage all of you non-hunter and fishers to do.
Why? Because all the money from the Conservation Patron program goes to
wildlife management just like the old Conservation License money did. ALL
of the Vehicle Use Permit money goes to a special fund to pay for parking
lots, pumping toilets, fixing boat ramps and other repairs at mostly the
urban access sites (mostly used by recreational boaters).

So, for a little extra money you can help support WDFW's wildlife
(non-salmonid side of this agency). Unless we can show that there is
support for those critters without an adipose fin, many species we know and
love will not fare well in the near or long term.
