I'd second the Lincoln Park recommendation below. We often see a harlequin
pair at the south end of the park, just north of the Fauntleroy Ferry. -

I suggest trying just North of Lincoln Park, at Loman Beach Park, for the
harlequin; I often find old squaw at Mystery Bay by Marrowstone Island, and
Ebey's Landing off Whidbey. Bring a scope and an umbrella.
