I don't know nuthin 'bout concrete, but the birds will probably use the
first pond more often if you make a "ramp" with paving stones or a log.
Or you could add large rocks that provide a perch and place for shallow
water. Some cover around the pond (shrubs, tall grass, etc.) would help
little birds approach safely.

Also, they probably won't be very interested until it stops raining.
